We acknowledge the receipt of your letter reference 1u122/1916,

dated the 9th instant, enclosing copy of a communication received by

you from Messrs. Jakin Brothers Limited, on the subject of the

transhipment of goods at Hong Kong for China Porta, and in reply have

to state that in an urder made by the Governor of Hong Kong in Council,

under Sections 3 and 4 of the importation and Exportation urdinance

1915 Ordinance No.32 of 1915, on the 6th January last, it is required

that the Exporter shall obtain an Export Permit or a Licence, if

necessary, and make a declaration to the Authorities concerning the

contents, value, etc., of the goods to be exported.

It is felt by us that such declarations should be made by the

Lerchant and not by the Shipowner, who can only submit information

obtained from the merchant, without being able to vouch for ite

accuracy.

The difficulty to waich Messrs. Lakin brothers Limited draw

attention, could easily be overcome by appointing one of the merchant

Firms in Hong Kong to act as their Agents, and by supplying them with

the information necessary to enable them to obtain the Exportation

Permit or Licence.
